General Information Career

Born in 1970 in Erzurum, he completed his primary education in Narman and his secondary education in Bayburt with first place.

In 1996, he graduated from Ankara University, Faculty of Political Sciences, Department of Economics.

In 1998, he started to work as a Revenue Controller at the Ministry of Finance. Between 2008 and 2010, he served as Deputy Head of Istanbul Group of Revenue Controllers. In 2010, he became the Chief Revenue Controller. Between 2010 and 2011, he was a visiting researcher at the University of Illinois at Urbana-Champaign College of Business in the USA for one year to conduct research on accounting scandals in different countries of the world.

Between 2011 and 2012, he served as Group Manager at Istanbul Tax Office and between 2012 and 2014, he served as the Head of Ankara Large Scale Taxpayers Group of the Tax Inspection Board.

In 2014, he was appointed as Vice President of Revenue Administration. After more than 5 years in this position, he left the civil service in 2019 and founded NELSUS.

During his public service, he managed many financial operations, took an active role in the structuring of the Tax Audit Board and the creation of human resources, and led the execution of many important national and international projects in the institutions he served.

These projects include the development of the Revenue Administration's own operating system GIBUX, the use of open source database (PostgreSQL) software, e-notification, e-receipt, single tax office, big data applications and risk analysis centre. With these software, the business processes of taxpayers and the administration have been facilitated, and the digital transformation of the revenue administration and the market in terms of digitalisation of financial transactions has been supported by domestic and national software.

Semi OKUMUŞ, who has served in positions such as YMM Special Examination Commission, Tax Inspector Assistant Entrance and Qualification Examination Commissions and Central Report Evaluation Commissions, has prepared a comprehensive report including determinations and evaluations to reduce the disputes between the administration and the judiciary, and has published articles in various journals and scientific articles on financial issues in professional journals. He served as a member of the Editorial Board and Editor-in-Chief of the Tax Problems Journal, which is one of the important journals in its field. 

He has been the President of NELSUS since its establishment.
